Job Description

And our work depends on an Operations Program Manager joining our team remotely to support the Centers for Medicare and Medicaid Services (CMS). Work visa sponsorship will not be provided for this role.

As an Operations Program Manager supporting CMS, you will be trusted to manage project schedules and tasks for operations team members, manage work assignments to project and contract scope, and build and maintain client trust. You will need to demonstrate a Consultant Mindset, understanding the bigger picture, breaking down complex problems to design actionable solutions, drive user adoption and champion continuous improvement, and build trust, managing expectations and leading with credibility. In this client-facing role, a typical day will include:

  • Providing structure and guidance, work leadership, and management to multiple remote teams of healthcare business administrators, technical writers, and training professionals who support policy and programmatic questions about the Affordable Care Act.
  • Leading the strategic structuring of operational workflows and auditing to ensure scalable, efficient, high quality and consistent service delivery.
  • Designing and implementing frameworks to monitor key operational metrics, including performance KPIs, service level adherence, and resource utilization.
  • Overseeing the analysis and reduction of case backlogs, establishing governance models and continuous improvement initiatives based on ITIL best practices with a strong focus on incident, problem, and change management processes.
  • Collaborating cross-functionally with development teams to standardize and optimize processes, drive data-informed decisions, and enhance overall operational transparency and accountability.
  • Ensuring accurate and timely updates to project schedules and reporting for milestones, project progress, and other operational metrics.
  • Attending or facilitating client meetings to identify business needs and provide recommendations for approaches to solving challenges with operations techniques.
  • Overseeing the delivery of reports, dashboards and insights that analyze key operations and performance metrics.
  • Overseeing the research and tracking of ongoing legislative and regulatory changes that impact program implementation and operations with a high degree of organization
  • Presenting strategies to bridge policy, data, and system implementation in briefings and other formats to internal teams and CMS.
  • Providing input or preparing technical reports/briefings based on the expert interpretation of analyzed data.
  • Oversee communication strategies for the ACA and NSA to enhance stakeholder engagement activities with a Human Centered Design mindset
  • Executing program strategies and leadership goals
  • Providing direct supervision and mentorship of team members.

REQUIRED QUALIFICATIONS:

  • Master’s degree and 10+ combined years of Policy Analyst, Training, and Healthcare Operations experience
  • Experience working for the Centers for Medicare and Medicaid Services (CMS)
  • Experience working for CMS’s Center for Consumer Information and Insurance Oversight (CCIIO)
  • Excellent oral, written and presentation communication skills, with a demonstrated ability to communicate complex technical topics to various stakeholders, management levels, and non-technical audiences, and to independently lead various meetings and technical calls
  • Experience leading and managing teams, mentoring and providing performance management
  • Experience using the Centers for Medicare and Medicaid Services (CMS) JIRA and Confluence tools
  • Expert knowledge of health care policy, the ACA, CMS Operations, and related issues
  • Experience coordinating with CMS/HHS to prepare for the public release of regulations and guidance related to agency policies and operations
  • Experience creating schedules and timelines, tracking deliverables and metrics, and providing demonstrations and virtual trainings
  • Consistent quality performance rated valued or higher (Internal candidates)
  • Candidate must be able to obtain Public Trust clearance
  • Candidate must have lived in the United States at least three (3) out of the last five (5) years

  • Experience supporting Salesforce services and development
  • Strong interpersonal skills to collaborate with customers and internal cross-functional teams
  • Self-motivated and well organized with strict attention to detail
  • Ability to understand and manage customer expectations
  • Ability to prioritize and work on multiple projects at the same time
  • Excellent analytical skills, including the ability to integrate information from multiple sources
  • Ability to work independently and interact regularly with government and non-government stakeholders at multiple levels of authority

Salary and Benefit Information

The likely salary range for this position is $182,750 - $247,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
