Job Description

You will support the Department of Veterans Affairs (VA) with a Veteran first vision to transform the Veterans Benefits Administration (VBA) with greater visibility into claims processing. As the Technical Lead, you will lead the design and development of systems engineering for specific functionality capability being matured into the Unified Claims Acceleration Platform (UCAP). You will be charged with engaging a team of technical and business resources to define, develop and deploy capability that provides automation and meets the desired VBA outcomes for accelerated claims processing. You will analyze the needs of VBA stakeholders and required business outcomes to create efficient and functional capability within UCAP. This may include defining success metrics, exceptions, and human-in-the-loop processing. You will support testing methodologies and change management to ensure the solution meets VBA’s objectives.

What You'll Be Doing:

  • Lead the design and definition system and software engineering for the intended functionality to be included in UCAP.
  • Participate in technical reviews to verify the desired functional capability meets the desired outcomes hosted in an AWS Cloud Environment.
  • Identifies customer requirements, analyzes alternatives, and conducts product recommendations related to software, platform, and network configurations
  • Support Product Owners in their management of requirements and product features for milestone definition and tracking of UCAP capabilities.
  • Assist with the management of requirements and stakeholder collaboration sessions.
  • Utilize professional judgement, critical thinking skills and research to improve program processes and resolve issues affecting program performance
  • Prepare ad hoc presentations and reports and present them to VA stakeholders
  • May coach and provide guidance to less-experienced software and engineering professionals
  • Support change management activities that lead to success adoption of UCAP functionality being deployed and matured

What You'll Need:

  • Bachelor’s degree (work experience will be considered in lieu of degree)
  • 15+ years of software development, design and product experience related to the development and deployment of outcome-based functional capability
  • 8+ years of direct experience developing and maintaining AWS cloud-based managed service solutions or product deployments
  • 2+ years of experience working with agile software development life-cycle methodologies or frameworks
  • Must demonstrate the ability utilize critical thinking skills to resolve challenging issues related to resolving incorrect processing of pension claims
  • Outstanding written and verbal communication skills with the ability to present to business leaders
  • Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting

  • Experience developing technical presentations and/or writing and presenting business case and white papers

Salary and Benefit Information

The likely salary range for this position is $130,475 - $176,525. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
