Our GDIT/CSRA State & Local LLC team provides NYS with innovative and agile health benefit exchange (HBE) solutions that deliver the functionality required to comply by the Patient Protection and Affordable Care Act and provide the flexibility needed to easily scale up to support future requirements.
HOW YOU'LL MAKE AN IMPACT:
You’ll join our talented Program Leadership Team. Our project is a large-scale Java web services environment.
The Deputy Manager of Application Development oversees the delivery of new software features, enhancements and major version upgrades, in addition to day-to-day application support of the NYSoH platform. The person in this role will be reporting to Senior Manager of Application Development and will promote quality, service, teamwork, growth and cost-effective management of the resources. This individual helps develop and implement new technologies, monitors and enforces data security, compliance and quality control policies. The individual must be a strong collaborator/team player and must have the ability to work in a matrixed capacity as needed to support other program functions.
Planning and Management – 50%
· Collaborate with the Development Manager to drive product strategy and technical direction across enterprise web platforms.
· Partner with internal stakeholders and external clients to understand business needs, define scope, and align on delivery expectations.
· Manage NYSoH client relationship at all levels.
· Translate business and architectural goals into detailed execution plans with clear timelines, deliverables, and resource assignments.
· Lead delivery management of Portal/Web development projects, ensuring milestones are met on time, within budget, and at quality standards.
· Evaluate platform improvements and modernization initiatives focused on scalability, performance, and long-term sustainability.
· Enforce quality assurance, secure coding standards, and compliance with enterprise policies and technical governance.
· Manage departmental operations to ensure efficiency, service quality, and cost-effective resource utilization.
· Establish and maintain development procedures and operational frameworks for reliable and repeatable delivery.
· Mentor, supervise, and evaluate development team members, fostering a collaborative and high-performing culture.
· Provide coaching and professional development to support team growth and leadership pipeline development.
· Monitor budgets, delivery capacity, and team performance metrics to guide planning and resource allocation.
· Coordinate with cross-functional teams (QA, DevOps, PE, BRSxD) to ensure smooth delivery and handoffs.
· Define and track KPIs related to delivery performance, code quality, and team productivity; report regularly to the Development Manager.
· Oversee the implementation of change requests, platform enhancements, and modernization efforts aligned with business priorities.
· Manage day-to-day team operations, balancing workload, resolving blockers, and optimizing resource use across team.
· Guide development efforts using Angular, Content stack (or similar CMS), and other technologies for delivering multilingual, enterprise-grade websites.

The likely salary range for this position is $161,500 - $218,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
