The Instructional Designer will be responsible for designing, developing, and delivering high-quality training solutions with a strong emphasis on cybersecurity competencies. This role requires expertise in cross-analyzing multiple documents—such as standards, policies, performance requirements, and existing training materials—to ensure learning objectives are aligned across a full program. The ideal candidate works collaboratively with stakeholders to identify training gaps, creates structured lesson plans and curricula, and facilitates training sessions to support workforce development in cybersecurity.

Key Responsibilities

Instructional Design & Analysis

  • Conduct thorough cross-analysis of source documents (e.g., job task analyses, frameworks, SOPs, compliance requirements, and existing materials) to ensure alignment of program-level learning objectives.

  • Develop measurable learning outcomes that align with organizational goals, cybersecurity standards, and learner needs.

  • Evaluate existing training materials for relevance, accuracy, and alignment with critical cybersecurity competencies.

Stakeholder Collaboration

  • Partner with subject matter experts (SMEs), program managers, and other stakeholders to determine learning needs and identify gaps in current training programs.

  • Facilitate requirements-gathering sessions to define scope, constraints, and success metrics for new or updated training initiatives.

  • Communicate instructional design decisions clearly and effectively to technical and non-technical audiences.

Curriculum & Content Development

  • Design structured lesson plans, course outlines, instructor-led training (ILT), virtual instructor-led training (vILT), and e-learning modules.

  • Apply adult learning principles, instructional frameworks (ADDIE, SAM, or similar), and best practices in cybersecurity education.

  • Create engaging learning resources such as job aids, assessments, labs, simulations, and hands-on activities to reinforce cybersecurity concepts.

Training Facilitation

  • Deliver instructor-led sessions, workshops, and hands-on exercises focused on cybersecurity topics.

  • Support learners through guided practice, real-world scenarios, and Q&A to reinforce understanding.

  • Gather learner feedback and evaluate training effectiveness to recommend continuous improvements.

Quality Assurance & Evaluation

  • Conduct formative and summative evaluations of training materials and sessions to ensure instructional effectiveness.

  • Track learning outcomes and recommend revisions to improve learner performance and program impact.

Required Qualifications

  • Current Secret clearance

  • Bachelor’s degree in Instructional Design, Education, Cybersecurity, or a related field (or equivalent experience).

  • 3+ years of experience in instructional design, training development, or curriculum design.

  • Experience working with cybersecurity content, frameworks, or technical subject matter experts.

  • Strong analytical skills with the ability to synthesize information from multiple documents and sources.

  • Proficiency with instructional design software (e.g., Articulate 360, Captivate, Camtasia) and learning management systems (LMS).

  • Excellent communication, facilitation, and stakeholder-engagement skills.

Travel Required

  • 10 - 25%.  May require onsite trips to the VA/DC/MD area and client site locations.

Salary and Benefit Information

The likely salary range for this position is $68,000 - $92,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
