Job Description

Seize your opportunity to make a personal impact as a Scientific Program Manager / Principal Investigator on a team delivering administrative, scientific, technical and logistical support to the National Institutes of Health (NIH) Division of Program Coordination, Planning, and Strategic Initiatives (DPCPSI). Your team will stand up a new NIH DPCPSI Office of Research Innovation, Validation and Application (ORIVA). Responsibilities include monitoring contract activity, ensuring quality deliverables, controlling costs, and coordinating services. Your team will support research efforts using nonanimal approaches and other innovative technologies to advance human-centered research across NIH.

You will lead a team of approximately 25-30 personnel, including researchers, data analysts, programmers, and technologists. Success requires proven experience in a dynamic, detail-oriented research environment and the ability to provide responsive and flexible support services. Your team will ensure seamless service delivery in computational approaches, New Approach Methodologies (NAM) development, in vitro systems, artificial intelligence, and more. Work will be performed in the Durham, North Carolina area.

HOW YOU WILL MAKE AN IMPACT

  • Oversee a scientific team including researchers, data analysts, programmers, and technologists
  • Ensure customer satisfaction through leadership and comprehensive program management
  • Act as the primary government contact, liaising with the ORIVA Director and COR
  • Control the budget and provide reporting
  • Manage, monitor, and report assignment progress
  • Ensure compliance, provide quality assurance, and conduct program reviews
  • Develop and maintain a Program Management Plan (PMP) as a strategic roadmap

WHAT YOU’LL NEED TO SUCCEED:

Required:

  • Ph.D., in relevant field and 10+ years of program management experience or equivalent
  • Project Management Professional (PMP) certification (or equivalent experience)
  • Experience developing and leading a health research organization or program including in vitro and computational methods to interrogate biological systems.
  • Experience in one or more if the following: pathway analysis, toxicology, pharmacokinetic, pharmacodynamic, structure activity relationship, artificial intelligence/machine learning approaches.
  • Proven record of developing cross-functional teams and collaborative programs to address complex biological problems.
  • Excellent verbal and written communications skills; presentation ability to senior leadership.
  • Experience managing: staff assignments, monitoring timelines and schedules, ensuring product and service quality, providing quality assurance on documents and materials, and providing timely delivery

Preferred:

  • Demonstrated experience in developing and applying new approach methodologies (NAM), including in vitro systems, computational modeling, and real world data (RWD), to interrogate human disease
  • Demonstrated record of peer reviewed scientific publication in one or more if the following: pathway analysis, toxicology, pharmacokinetic, pharmacodynamic, structure activity relationship, artificial intelligence/machine learning approaches.
  • Experience with complex biomedical data including integration of diverse data and advanced analytic methods.
  • Experience working in a federal or academic research environment
  • Experience with project management software tools (e.g., JIRA, Microsoft 365)

Salary and Benefit Information

The likely salary range for this position is $43,888 - $0. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
